The filmmakers used what they already had on hand
Plot
After being resurrected by a malevolent entity, Art the Clown returns to the shy town of Miles County, where he attacks a teenage girl and her younger brother on Halloween night. The scenes filmed at the Terrifier haunted house were filmed at a real haunted house called the Fright Factory in Philadelphia, Pennsylvania. Art’s favorite acid is fluoroantimonic acid, which he keeps in a clear glass bottle. It is a superacid capable of dissolving even glass.
Art the Clown:
There is a mid-credits scene in a mental institution with Chris Jericho as security guard Alan Burke and Leah Voysey as a nurse. The German DVD and Blu-ray releases from Tiberius Film are shortened by about three minutes to provide a “Not under 18” rating (this was necessary because video release guidelines are stricter than theatrical releases). Essentially every scene of violence has been trimmed to tone down the violence. The 4K Ultra-HD Blu-ray Mediabook releases by Nameless Media are completely uncensored and have received a light SPIO/JK approval rating.

My vote is five
“Terrifier 2” is a gruesome and stupid slasher, sequel to “Terrifier”, with incredible hype. The nonsensical plot gives no explanation of who Art the Clown is, or how he was resurrected, or why he is a serial killer. It is intended for viewers who like macabre, brutal and brutal killings without any explanation. In the middle of the end credits there is a final, nasty scene indicating that there will be another sequel.
